Iran in the bombing 19 people dead


Bomb exploded in a mosque in southern Iran killed at least 19 people and wound 60 others, officials said Sistan Baluchestan province.


The explosion occurred in Zahedan, the provincial capital during the night prayers, said Ali Mohammad Azad Iran to the TV.

Chinese ships 'quit Korea waters'


Chinese fishing boats are reported to be leaving the tense inter-Korean border in the Yellow Sea after North Korea's threat of military action.

South Korea's Yonhap news agency quoted defence sources as saying the South's military authorities are trying to find out if Chinese ships were told to go.

US Defence Secretary Robert Gates told reporters he was not aware of any unusual troop movements in North Korea.

The North set off a nuclear test and several missiles this week.

North Korea threatened military action against the South after Seoul's decision to join a US-led Proliferation Security Initiative (PSI) which could allow for searches of Northern shipping.

Pyongyang says this decision is tantamount to an act of war and that it no longer felt bound by the Armistice which in 1953 brought an end to the Korean War.

South Korea said it would no longer delay joining the PSI after North Korea conducted a large nuclear test on Monday, followed by several missile launches.

Fishing

"Chinese fishing boats operating near the Northern Limit Line (NLL) began withdrawing yesterday," Yonhap quoted a defence source as saying.

More than 280 Chinese vessels were fishing near the NLL for crab earlier this week but the number has fallen to about 140, according to the source.

The NLL, which North Korea refuses to recognise, marks the maritime border off the west coast of the peninsula. It was the scene of bloody naval clashes in 1999 and 2002.

Yonhap also quoted an official at Seoul's presidential office saying the withdrawal did not appear to be a sign of an imminent provocation.

"All Chinese ships would have evacuated the area if that was the case," the official said, adding the crab-catching season was almost over.

"Now that there's talk of... an all-out war, we fishermen are worried. Nowadays when we go out, we do know we are facing dangers," Reuters quoted a South Korean fisherman, Kim Jae-sik, in waters claimed by the North but occupied by the South.

Guam calm

Speaking at the Andersen US Air Force base in Guam, Mr Gates said he saw no need to increase troop levels in South Korea from the current total of 28,000.

"I am not aware of any military moves in the North, that are out of the ordinary at least," he said.

South Korea and the United States earlier raised the military alert level in the region which calls for increased surveillance but not increased military manoeuvres.

Analysts say the tension generated in the North could be largely geared to the domestic audience, to justify military spending and control of the population against an alleged threat from the West.

"We have no intention of taking military action against North Korea unless they do something that requires it," he said, in comments described by AFP news agency as an attempt to play down the sense of crisis.

"Just based on the what the Chinese government has said publicly, they're clearly pretty unhappy about the nuclear testing in particular and they weren't very happy about the missile test either," he added.

Mr Gates said North Korea's actions had been "very provocative, aggressive, accompanied by a very aggressive rhetoric", and issued a warning against any military moves.

"I think at the same time it may create some opportunities for multilateral cooperation to try and persuade the North Koreans to change that behaviour," he said.

Mr Gates is on his way to a two-day security dialogue in Singapore.

In New York, the US and Japan circulated a draft United Nations Security Council resolution to key council members that condemned Pyongyang's second nuclear test on Monday and called for strict enforcement of UN sanctions imposed on North Korea after its first atomic test in October 2006.

When North Korea agreed in February 2007 to abandon its nuclear ambitions in return for aid and diplomatic concessions, there was real hope of reaching a settlement.

But the negotiations stalled as it accused its negotiating partners - the US, South Korea, Japan, China and Russia - of failing to meet agreed obligations.

Malaria parasites 'resist drugs'


International scientists say they have found the first evidence of resistance to the world's most effective drug for treating malaria.

They say the trend in western Cambodia has to be urgently contained because full-blown resistance would be a global health catastrophe.

Drugs are taking longer to clear blood of malaria parasites than before.

This is an early warning sign of emerging resistance to a disease which kills a million people every year.

Until now the most effective drug cleared all malaria parasites from the blood within two or three days but in recent trials this took up to four or five days.

The BBC's Jill McGivering, reporting from Cambodia, says it is unclear why the region has become a nursery for the resistance - but the local public health system is weak, and the use of anti-malaria drugs is not properly controlled.

Drug defence

The artemesinin family of drugs is the world's front-line defence against the most prevalent and deadly form of malaria.

Two teams of scientists, working on separate clinical trials, have reported seeing the disturbing evidence that the drugs are becoming much less effective.

There is particular concern because previous generations of malaria drugs have been undermined by resistance which started in this way, in this part of the world, our correspondent reports.

The World Health Organization warned in 2006 there was a possibility the malaria parasite could develop a resistance to artemesinin drugs, and that there was particular concern about a decreased sensitivity to the drug being seen in South East Asia.

It urged drug firms to stop selling artemesinin on its own to in order to prevent resistance building up.

Professor Nick Day is the director of the Mahidol-Oxford Tropical Medicine Research Unit, one of the teams involved in this latest research.

"Twice in the past, South East Asia has made a gift, unwittingly, of drug resistant parasites to the rest of the world, in particular to Africa," he said.

"That's the problem. We've had chloroquine and SP (sulfadoxine pyrimethamine) resistance, both of which have caused major loss of life in Africa," in said in reference to earlier generation anti-malarial drugs.

"If the same thing happens again, the spread of a resistant parasite from Asia to Africa, that will have devastating consequences for malaria control," he said.

Health systems

Cambodia has long been a laboratory for malaria investigators and a nursery of anti-malaria drug resistance.

Alongside a weak public health system and poorly-controlled drug use, there are many fake drugs, produced by international criminals.

These fakes often contain a small amount of the real drug to fool tests, which can also help to fuel resistance.

Those working to control malaria are calling for urgent action to contain this emerging resistance.

If it strengthens and spreads, they warn, many millions of lives will be at risk. About half the world's population faces exposure to the disease.

Koreans turn out in force for Roh



ens of thousands of South Koreans have turned out in Seoul for the funeral of former President Roh Moo-hyun, who died last week.

Top officials attended the ceremony, while crowds filled nearby streets.

Mr Roh dedicated himself to democracy and he would not be forgotten, PM Han Seung-soo said in a eulogy.

Roh Moo-hyun jumped off a cliff last Saturday amid allegations, which he denied, of bribery. His death has caused immense shock in South Korea.

Some supporters say Mr Roh was investigated for political reasons. Authorities fear they may protest and some 15,000 riot police are on stand-by in case of disturbances.

Mr Roh was president between 2003 and 2008, when his term ended. Current President Lee Myung-bak's Grand National Party won the subsequent election, forcing Mr Roh's Uri party from office.

'Hunted by conservatives'

Millions of people have already visited altars around the country to pray for Mr Roh.

Early on Friday the funeral procession left Bongha, the village to which he retired, for the journey to Seoul.

As the hearse arrived in the capital, tens of thousands of supporters wearing yellow - his campaign colour - lined the streets.

The funeral was held at a former palace. Delivering the eulogy, Mr Han said that Mr Roh had "spent his life fighting for human rights, democracy and the end of authoritarianism".

"We will strive to follow your last wishes for reconciliation, unity and a better nation," he said.

Crowds watched the service on a huge television screen. Some booed as President Lee laid a flower for his predecessor.

Some of the former president's supporters blame Mr Lee for the corruption investigation which they believe drove Mr Roh to his death, says the BBC's Chris Hogg, from Seoul.

"I think the former president was hunted by conservatives," said one mourner, housewife Lee Ae-ran, as she paid her respects.

Mr Roh's body will be cremated after the funeral and his ashes taken back to Bongha.

Mr Roh - a human rights lawyer - came from a humble farming family, but rose to the highest office on a platform of clean government and reconciliation with North Korea.

Last month, he was questioned over allegations that he had taken more than $6m in bribes from a wealthy shoe manufacturer, Park Yeon-cha, who was indicted in December on separate bribery and tax evasion charges.

The former president later apologised for the scandal. But last Saturday he was killed in a fall from a mountain near his home, in an apparent suicide.

US begins GM bankruptcy planning


General Motors and the US Treasury have improved the offer to GM's bondholders, as they prepare for the firm's move into bankruptcy protection.

Bondholders with $27bn (£17bn) of GM debt are now being offered the option to buy an extra 15% of GM shares as part of a proposed bankruptcy deal.

This is on top of the 10% they had previously been offered.

If bondholders back the new offer, it will allow GM to exit bankruptcy protection more quickly.

The US car giant is expected to apply for bankruptcy protection by 1 June.

GM said it had already secured the backing for the new offer from bondholders representing 20% of the bond debt.

Under its plans to reorganising its share base, the US government will take a 72.5% stake.

German row

Meanwhile efforts are continuing to secure the sale of GM's main European business Opel, and its UK brand Vauxhall.

German Foreign Minister Frank-Walter Steinmeier said he had received assurances from US Secretary of State Hillary Clinton that the US government would increase its support to help secure the sale of Opel, GM's main European business, which has its headquarters in Germany.

Berlin had been due to announce its preferred bidder for Opel, and its UK Vauxhall brand, on Thursday, but it was forced to cancel its decision after GM revealed that Opel would need an extra 300m euros ($415m; £260m) in short-term funding.

German Economy Minister Karl-Theodor zu Guttenberg was critical of GM's last-minute request, calling the move "pretty scandalous".

He also criticised the level of involvement of the US Treasury Department, describing it as "marginal, to put it politely".

erlin also announced that US investor Ripplewood Holdings had pulled out of the race for Opel, leaving Italy's Fiat and Canada's Magna - whose bid is backed by Russian lender Sberbank - in the front seat.

There had also been a last-minute expression of interest from Beijing Automotive Industry Corp (BAIC), but German officials said that their focus was on Fiat and Magna.

The sale of Opel is a key part of GM's plans to restructure its business.

The German government expects to receive the extra information it needs by Friday, when talks will reconvene in Berlin.

Car industry analyst Christoph Stuermer from Global Insight said he was confident the German government would be able to announce its preferred bidder on Friday.

Job cut fears

While GM will ultimately choose who buys Opel and Vauxhall, the preference of the German government is key because Berlin has pledged the most financial support for the eventual buyer.

The German government is offering the most money because half of Opel's 50,000 workers are based in Germany.

And with Germany facing a general election in September, Berlin wishes to protect as many German job losses as possible when whoever buys Opel is expected to cut jobs to help secure the business' long-term future.

The central involvement of the German government in the Opel talks has led to British unions expressing concern that any job cuts at the company could be focused upon its Vauxhall operations in the UK that employ 5,500 people.

But UK Business Secretary Lord Mandelson said he had received "categorical assurances" about continued Vauxhall production.

"We are making sure the future of Vauxhall is secured," he said.

However, Lord Mandelson did admit job cuts were likely across all of the Opel business, including the Vauxhall arm.

The Belgian government has also expressed concern for the Opel workers in its country.

Oldest insurgent force marches on


The Revolutionary Armed Forces of Colombia (Farc) are celebrating their 45th anniversary, making them the oldest insurgent force in the world - and, despite recent setbacks, still one of the strongest.

"The Farc are at their worst point in 45 years of fighting," said Alfredo Rangel, head of the Bogota think-tank Security and Democracy.

"Up until recently they had always been growing, in numbers and territory. Now they are being driven back, and their numbers are falling. They are in terminal decline."

Yet while the Tamil Tigers, one of the most brutal and innovative insurgencies, are crushed and the Nepalese Maoists opt for the political route (at least for the moment), the Farc remain committed to their increasingly improbable aim of overthrowing the state and imposing a socialist regime.

Its members are motivated neither by religion or ethnicity. The Farc are a throwback to the 1960s, when Cuban-inspired insurgent groups sprang up in South and then Central America.

Battered

And they are pretty much all that remain of those insurgencies that swept through Latin America.

They have recently taken a battering, reduced from almost 16,000 fighters in 2002 to half that today, with a record 3,000 deserting ranks in 2008.

Last year their founder and legendary leader, Manuel "Sureshot" Marulanda, died of a heart attack aged 78.

Two other members of the Farc's ruling body, the Secretariat, were killed, one in an aerial bombardment of a rebel camp in neighbouring Ecuador, another murdered by his own bodyguard, who cut off a hand to show the authorities and claim a reward.

Yet the Farc are far from defeated. They have new leaders, including a bespectacled and bearded anthropologist known by the alias Alfonso Cano, long the movement's ideologue, a committed Marxist Leninist and hardliner.

He has now established his control over the movement, since the death last March of Marulanda, and delivered his new strategy for the rebels, called Plan Rebirth.

The Farc have stepped up their campaign, with more attacks so far this year than any year since 2003.

And the rebels are trying to move away from their peasant roots and project themselves into Colombia's cities, aided by training from international groups like the Provisional IRA and the Basque separatist group Eta.

Cocaine

The Farc's communique celebrating their 45th anniversary was defiant and optimistic.

"The decisive stage of the fight for peace has begun," read the message posted on the internet. "We have sworn to win and win we will."

Much of the Farc's longevity, certainly since the mid-1980s, can be attributed to one thing: cocaine.

Whilst the Farc are ultra conservative in their doctrine and tactics, they have proven themselves to be adept businessmen, latching onto the drugs trade and taking their cut from all the links in the narcotics chain, from the coca fields up to the vacuum-packed bricks of cocaine that leave Colombia's shores at a rate of over 600 tonnes a year.

According to Roman Ortiz, security expert at the Ideas for Peace Foundation, the drugs trade has provided more than just overflowing coffers.

"The Farc have also inherited a support base from their involvement in the drugs trade," said Mr Ortiz. "They get support and recruits from the peasants who cultivate and harvest the drug crops."

Out of reach

The Farc have two other crucial advantages which they maximise: topography perfectly suited to guerrilla warfare, and long borders with nations not interested in, or unable to crack down on, rebel activity.

Colombia could not have been designed any better for an insurgent force. It has three mountains ranges that trisect the country and the lower levels are coated in dense jungle.

Like the Taliban in Pakistan and the Vietcong in Cambodia, the Farc use the border regions, mostly impenetrable jungle, to rest and recuperate, plan attacks and get supplies and weapons, all out of reach of the Colombian security forces.

Intelligence sources indicate that four members of the Secretariat now reside outside Colombia.

There have long been accusations, vehemently denied, that President Hugo Chavez of Venezuela sympathises with the Farc.

What is clear is that the Farc have camps on Venezuelan soil and many of their supplies come from here and from Ecuador.

The latter uses the US dollar as its currency, meaning that the dollars that come into rebel coffers from the US drugs market can be readily translated into food, medical supplies, uniforms and black-market arms and munitions.

"We have incontrovertible evidence that elements of the Venezuelan military not only turn a blind eye to Farc presence on their soil, but actively help them with weapons and logistics," said a senior intelligence figure in the Colombian defence ministry. "As long as this continues, our chances of a military victory are slim."

Leaner and meaner

Other borders are with Panama, which has no army; Peru, still unable to defeat the remnants of its own rebel force, the Shining Path; and Brazil, whose border sweeps into the Amazon basin, where visibility is reduced to a few metres amid the triple-canopy jungle.

And under orders to recruit quality not quantity, the Farc are becoming leaner and meaner.

The money from drugs continues, whereas the tax revenues the state needs to keep the US-backed military machine on the offensive are shrinking thanks to the world financial crisis.

President Alvaro Uribe, who may well stand for a third term in office, assuming he can change the constitution once again, has shown no desire to negotiate with the rebels, who killed his father in a botched kidnap attempt.

The Farc celebrate their 45th anniversary secure in the knowledge that it will not be their last.

white tiger kills zoo keeper


A rare white tiger has mauled to death a New Zealand zoo keeper as horrified tourists looked on, police said.

The attack occurred at the Zion Wildlife Gardens in Whangarei, some 200km (124 miles) north of Auckland.

Police said the tiger grabbed a male zoo keeper who was cleaning an enclosure and would not let go despite the efforts of other staff members.

The zoo - home to some 40 rare lions and tigers - has been closed to visitors, and the tiger destroyed.

Police said the attack was witnessed by a group of eight tourists.

A white tiger at the same park was reported to have attacked another keeper earlier this year, leaving him needing surgery.

The zoo is well known in New Zealand as the setting for a reality television programme that starred its founder Craig Busch, known as the "Lion Man".

Mr Busch was dismissed from his post last year by his mother, who controls the zoo.

Large explosion in the city of Pakistan


A suicide car bomber has attacked police headquarters in the Pakistani city of Lahore, killing at least 23 people and injuring 200, police say.

The blast destroyed a police emergency response building, gutting vehicles outside, and an office of the ISI intelligence service was also damaged.

It is feared the death toll may rise further as casualties are brought out from beneath the rubble.

Attacks on Pakistan's second-largest city have been blamed on the Taliban.

Pakistan's army has been battling the insurgents in their stronghold in the Swat valley, in the north-west, and there have been fears of Taliban retaliation, the BBC's Barbara Plett reports.

Bulldozers

Rescuers speaking unofficially put the death toll at 35, although this figure is unconfirmed.

Issam Ahmed, a journalist with the Dawn newspaper in Lahore, arrived at the scene about 20 minutes after the blast.

He told the BBC he could still hear shots in the area, as security forces apparently exchanged gunfire with militants.

A least two arrests were made in the area.

Rescue workers were seen clambering over a pile of concrete which was all that remained of the emergency response headquarters.

They were able to drag out several of the injured. Semi-conscious policemen could be seen being carried out in blood-stained uniforms.

Debris was scattered on the road outside. Officials were seen rushing towards the buildings to cordon off the area.

The blast also destroyed several cars parked or standing on the main Mall road opposite to the police building.

Bulldozers and other heavy lifting equipment were brought in as many people were feared to be trapped under the debris.

'Surreal scene'
Zubair, a BBC News website reader in Lahore, described hearing the explosion: "I was sitting in my office on Lawrence Road [about 500m from the site] when a huge explosion rocked our entire building.

"Glass windows shattered to pieces and the ceiling came down on the floor. I ran outside the building to nearby Jinnah Garden. I could hear gunfire which lasted for about 10 minutes and then I saw ambulance and police rushed to the scene."

Matthias Gattermeier, an Austrian reader also in Lahore, said his office building had been shaken so hard he thought it would collapse.

"We first thought the explosion happened far closer by, but the blast was just so massive," he said.

"I ran out of the building and saw a surreal huge ring of white smoke rise into air. Within minutes police and military blocked the streets. Disaster units and emergency are going in and out in every minute. The streets are full of people."

Lahore, Pakistan's second-largest city, has seen bomb attacks with increasing frequency.

Weeks before a police college was attacked in March, with eight people killed, militants attacked the Sri Lanka cricket team in the city, killing six police guards.
